Pedagogical Research into Effectiveness of Training Future Administrators and Managers at Institutions of Higher Education

Background and aim of study:
Organizing new forms of professional training
currently requires satisfying social-economic and
social-ecological demands for security on the part of all
participants of the educational process and other
stakeholders regarding guarantees of health
preservation, legal and informational protection of
private space and corporate student-oriented favourable
educational environment (for various categories of
lifelong education participants, without exception and
restrictions for those who need it), availability and
equal rights (without political, confessional, age-
related, racial, gender-related, inclusive or financial
exceptions, beliefs and prosperity of a person),
involvement of large numbers of consumers,
stakeholders, representatives of the public and
government authorities, politicians and patrons to
implement network-based, mixed, distant, online
training with the formed set of technical, technological,
informational and telecommunications services
(scientific databases, platforms, statistical databases
and modern scientific informational databases) in order
to ensure informational transparency regarding the state
of the environment, global civilization problems, risks
and threats for the sake of developing a methodology
of systemic administration on basis of sustainability.
Results:
We have performed theoretical analysis of the potential
within methodological tools of the planned pedagogical
research in the integrated topical direction “Theory and
methodology of organizational and communicational
provision for professional training of future public
administration specialists and managers in institutions
of higher education” at the National Pedagogical
Dragomanov University, within the framework of
conducting government-funded research works such as
“Theory and technology of teaching within the system
of vocational education” (state registration number
0115U000552, 2015–2017), “Theoretical and
methodical foundations to form a system of
postgraduate education on the basis of sustainable
development” (state registration number 0117U004914, 2016–2019). We have also distinguished and substantiated the intended function of systemized groups of methods for pedagogical
research. To solve the problems stated in the research, we have offered a complex of administrative-
managerial, scientific and methodical, psychological
and pedagogical factors to influence formation of the
methodological contents of education, scientific and
methodical provision for quality management within
the system of professional training of future public
administration specialists and managers of higher
education institutions; organization of research and
development activities, development of innovative
projects of educational proposals and scientific services
in the social context, and improvement of the model
suggested for the system of professional training of
future specialists, with synchronization of methods,
forms and techniques of teaching along with basic
research work within the framework of student-
oriented interaction between participants of the
educational process in a favourable environment to
unlock the academic potential of an institution of
higher education.
Conclusion:
Scientific, methodical, and reference sources have been
made subject to theoretical analysis in order to
determine the potential of the methodological tools of
the research. The most expedient tools for pedagogical
research have been identified: theoretical – theoretical-
axiological,
comparative,
systemic-functional,
cultrurological analysis; general scientific methods –
generalization and systematization, formal and logical;
specific scientific methods for psychological and
pedagogical research – formalization, geographical
method, disciplinary and interdisciplinary methods;
empiric methods – testing, survey, polling, observation,
method of expert assessment, pedagogical experiment;
statistical methods – processing results of pedagogical
experiment, qualitative and quantitative analysis of
experimental data. Prognostic analysis has been
conducted for methodical prospects in application of
means for informational, analytical, technical and
scientific provision, and the following means: graphical
and illustrative based on various media, video-visual,
multimedia,
remote,
instrumental,
laboratory,
scientific-methodical
and
technical-regulatory,
scientific-ideological, specific-scientific, disciplinary
and interdisciplinary, cognitive means in the field of
public administration, pedagogical and natural
sciences, humanities, empirical and statistical means.
